Within the “Participation area”, The Citizen Heritage Program for Community Use and Management is the conceptual and regulatory framework that Barcelona City Council has adopted to consolidate, support and promote community-based management experience. It is based on the logic that the public (municipal heritage) can become the common (patrimoni ciutadà) through new ways of interaction and shared management.
This legal framework makes it possible to give entity and administrative and regulatory protection to the management of the so-called “urban commons”.
The citizen heritage program will be articulated around a catalog, which will show the list of real estate and land ceded to non-profit entities. In this way, citizens will be provided with access to and knowledge of what public resources and assets are part of the program and under what conditions they are ceded to the various entities. Associations and non-profit groups will be able to request, according to the availability of each moment, a municipal space to develop their project.

The Asylum, former headquarters of the Forum of Cultures, since March 2, 2012 is an open space where it is consolidating a practice of shared and participated management of a public space dedicated to culture, by analogy with civic uses: a different use of a public good, no longer based on the allocation to a particular private entity, but open to all those working in the field of art, culture and entertainment that, in a participatory and transparent way, through a public assembly, share projects and cohabit the space. |

| Description of the project |
In the informal management of a former convent called ‘Asilo Filangieri’, owned by the City of Naples, shaped the vision of the Naples regarding Commoms.
The city built a self-governance tool, the “Civic and collective urban uses”. The Asilo commoners, in close collaboration with civil servants from the Municipality collectively wrote a Declaration of Urban Civic and Collective Use’ Thus, following the Asilo experience, the declaration “Civic and collective urban uses” recognizes the existence of a relationship between the community and these public assets that triggers the formation of a social practice eventually evolving into a “civic use”, which in essence is the right to use and manage the resource as shaped by the practice and concrete use of the common resource by its users. This process makes community-led initiatives recognizable, creating new institutions, ensuring the autonomy of both parties involved, on the one hand the citizens engaged in the reuse of the urban commons and on the other hand the city administration enabling the practice.
The policy was implemented through a series of City resolutions. The Declaration of the Asilo was recognized by the resolution of Naples City Government n. 893/2015 as the public regulation of the building. By doing this, the local administration recognized “the rights to the direct administration of the building itself” (https://urbact.eu/commons-towards-new-participatory-institutions-neapolitan-experience). The process culminated in 2016, with a new resolution (n.446) enabled other public spaces to adopt the civic use model of the Asilo and be declared as ‘emerging urban commons’. The Department of Territorial Coordination and Associations of the city of Madrid, lead by Nacho Murgui, (Councilor and Member of the local government, elected through the list of Ahora Madrid) issued a public policy to regulate the assignment of the use of municipal buildings to social entities, mainly non profit citizen’s association.
The policy aims at 1) promoting the use of dismissed or underutilized buildings 2) promote a use of the buildings that brings advantages to the whole community (social activities) and3) promote the shared use of the spaces between social entities. |
