Description of the project Làbas is the political collective that on November 13, 2012, occupied an abandoned military station of 9.000 squared meters, the former Caserma Masini. Since the occupation, Làbas regenerated the space and organized a wide set of activities, open to the neighborhood and the whole city. It leads political activity such as a protest against housing policies of the City of Bologna, practices concrete fight against evictions and support realities that promote access to housing for vulnerable groups, and illegally occupies spaces such as the “Via Solferino 42”, the occupation of a building owned by the a Blind Institute, the Istituto Cavazza, that allows 20 families to access housing. Another core issue of Làbas is the migration crisis, that they address through communication activities and volunteering actions, social urban gardening and social economic activities.  

The Làbas collective recently started a dialogue with the City Government about the future of the space and established a “Comitato per la Tutela e l’Affermazione del’’ex Caserma Masini Bene Comune”, a Committee for the Care and Affirmation of the former Caserma Masini as a commons, that provides them with a legally recognised infrastructure with currently 700 members. The Làbas center was then evicted and received manifestation of support from a wide array of social actors in the City. What is required for the civic and institutional actors involved in this situation for addressing it is to carry out an exercise of civic imagination, as stated by the Deputy Mayor Matteo Lepore that recently proposed for Làbas and other realities active in the neighbourhood to open a dialogue over the possibility of regenerating the wide abandoned area of the Staveco, a former …, which is going to be destined for 85% of its space to social use. Also declarations form the Mayor of Bologna Virginio Merola are open to the dialogue for finding an alternative solution for Làbas.

Description of the project In the Croce del Biacco (living together) site, the focus is on providing the community with the support needed to design a form of governance that is capable of managing a collaborative economy and social innovation district. The process that the CO-Bologna pathway aims to initiate entails the involvement of residents and associations of the Croce del Biacco Area Collaboration Pact, social innovators selected through the Incredibol call for proposals, and migrants guests of the Via Mattei hub, in a shared project concerning Piazza dei Colori, a square at the center of a public housing complex.

Description of the project In Pilastro, the CO-Bologna pathway was grafted onto the Municipality’s strategic project “Pilastro 2016.” Pilastro 2016 is a project promoted by the Municipality of Bologna as part of the public policy “Collaborare è Bologna” (Collaborating is Bologna). The project is implemented with the contribution of the Emilia Romagna Region and Fondazione del Monte di Bologna e Ravenna, coordinated by Camelot Social Cooperative – Officine Cooperative. Pilastro 2016 aims to connect the wealth of social and cultural capital of Pilastro with existing and developing economic needs in the area northeast of the city.

As part of the Pilastro 2016 project, the “Mastro Pilastro” group was established, which offers neighborhood services to residents and consists of a group of Pilastro residents aged 18 to 30, selected from young people in the area looking for work. The goal of the project is to bring together the social, cultural and entrepreneurial capital deposits of the community with the economic vocations of the Pilastro area. As part of this, CO-Bologna has contributed to the creation of the first neighborhood directorate centered on the institutionalized public-private-community partnership formula, the “Northeast Pilastro” local development agency. CO-Bologna also initiated co-design and various accompanying activities of the “Mastro Pilastro” group to arrive at the establishment of the first urban community cooperative. Through CO-Bologna, the “Mastro Pilastro” group has since formed itself into the “Urban Community Association.”

Description of the project The site is located in an area affected by exemplary experiences of care and regeneration of the commons and social and cultural innovation, and aims to connect existing projects, increasing their potential and offering new opportunities for collaboration in the use of spaces, including private ones.

To date, CO-Bologna has contributed to the establishment of a Community Association among the merchants of the artists’ streets of Bolognina; while in the medium and long term it aims to accompany local actors in the construction of an Urban Improvement District of Bolognina (DUMBO), in order to create a neighborhood direction that synthesizes an institutionalized public-private-community partnership formula, modeling the process on the successful experience of Pilastro 2016.

The next action will concern living spaces and will involve the implementation of a co-design path, involving two types of apartment buildings (public and private), for the identification of collaborative forms of management of common parts and services. The path of reflection on private spaces will be followed by discussion on public space, thanks to the involvement of the Association of Merchants and the most active players in the field of innovation, with the aim of: sharing common initiatives to promote the area; advancing proposals for community care; and identifying actions to respond to the needs expressed during the path with residents.

The process is supported by Federcasa, which sees it as a useful experiment in the innovation of housing policies at the national level. It is coordinated by LabGov and relies on the collaboration of ACER Bologna, ASPPI, Quartiere Navile and the expertise of Kilowatt and CBS-Abito.
