Description of the project “The 131 Régies de Quartier et de Territoire (Neighborhood and Territory Regies) carry out projects that involve a complex alchemy between solidarity economy, participation of the inhabitants and local development. The Comité National de Liaison des Régies de Quartier (CNLRQ) supports all these associations.

It is a collective adventure that brings together a group of actors who want to provide concrete answers to the needs of a territory: the inhabitants themselves, the elected officials and the local authorities they represent, the social landlords, as well as a group of social and economic partners.” Website

Description of the project

INCREDIBOL! (Bologna’s Creative Innovation) is a project started in 2010 to promote creative and cultural activities in the Emilia-Romagna region. The project is coordinated by the Municipality of Bologna and supported by the Emilia-Romagna Region in conjunction with public and private players and includes:

a recurrent call to promote the creation of start-ups in the creative and cultural sector  

a recurrent call  to foster the internationalization of regional creative companies 

– a consulting desk service (upon appointment only)

premises and venues owned by the Municipality of Bologna and given on gratuitous loan to cultural entities and creative professionals 

info and opportunities published on the official website  www.incredibol.net, on the Facebook page and under the “creative” section of  www.emiliaromagnastartup.it

– organization of free workshops, public meetings, networking and b2b events, etc

special and pilot projects and participation in European projects, networks and international activities about ICC

Moreover the project is based on a regional public/private network offering guidance, training, ad-hoc consulting services according to the needs of the winners of the call.

Description of the project The local development agency Pilastro/Distretto Nord-Est aims to improve the quality of life and to promote the integration and economic development of the North-East territory of the Municipality of Bologna. CO-Bologna, through co-design workshops organized by facilitation professionals (Social Seed) and with the support of the Cooperative Camelot, has contributed to the process of institutionalization of forms of social partnership : the local agency Pilastro Nord-Est was born.
The territory involved includes the residential nucleus of the Pilastro district and the surrounding areas: the functional pole of Caab and FICO – Eataly World with a commercial-tertiary vocation and the portion of the “agricultural wedge” of the S. Nicolò di Villola and Calamosco areas, areas that are physically separate from each other and very different in their function.
The objective of the Agenzia Pilastro Nord Est is to contribute to the creation of a common identity for this area, promoting projects for the development and economic, environmental, social and cultural improvement of this area, with particular attention to the quality of life of the Pilastro core. The Agency acts mainly on three fields: agricultural/landscape, social, and energy. It collaborates closely with realities such as District San Donato San Vitale, University of Bologna-Faculty of Agriculture and C.a.a.b.As part of the Pilastro2016 project, the so-called “Mastro Pilastro” group was also created, an Association of Urban Community/Community Cooperative; the aim of this community cooperative is to bring together social, cultural and entrepreneurial capitals.

Flora Village Shareholding Company

Description of the project Land expropriation in Flora village took place between 1997 and 2002. When the process started in 1997, the village committee set up a collective property company to manage land contracts and real estate rentals, which later evolved into a shareholding company that distributes shares to the villagers. By 2002, about 30 percent of the village’s cultivated land was left and the 3,000 Flora villagers kept their house sites. In the same year, the village was granted urban administrative status. 

The Flora village shareholding company manages the village’s own industrial zone, rents out property to the villagers, enabling them to run restaurants, hairdressers, grocery stores, and internet cafes.

It provides collective welfare to Flora villagers, subsistence allowances for the elderly who can no longer make a living, as well as a monthly livelihood subsidy of 150 yuan to all villagers who have reached the age of 60. In addition, the company makes deals with new firms built on the village land to give priority to local villagers when filling job vacancies to help unemployed residents find jobs.

In terms of other community services, the shareholding company has been subsidizing administration expenses and community services, spending about a quarter of its annual income on community infrastructure, policing, and sanitation. For example, in 2009, it spent a million yuan renovating a local primary school and a community park.

Finally, given the company’s rich knowledge of local people and culture as well as its extensive social networks within the community, it plays a key role in mediating conflicts between the residents. The villagers also perceive the company as the authority in the community, rather than the residents’ committee.

Description of the project Tel Aviv Roofs is a project that encourages the use of solar energy on the roofs of city buildings, to reduce living costs and to conserve the environment. The project was put into the municipal work plan and received a budget of NIS 50,000. The pilot for the project included power generation mapping from 3,000 rooftops across the city. The municipality is encouraging residents to install solar roofs through consulting, detailed guides on the benefits of installing a solar energy system, distributing a list of cheap suppliers and providing financial assistance
