Farmacia Popular de Valparaiso

Farmacia Popular de Valparaiso

Country Chile
City Valparaiso
Name Farmacia Popular de Valparaiso
Date 2017
Description of the project A project started in 2017 for the creation of a “Red de Servicios Populares de Salud”, a network of community pharmacies delivering services sold in instalments by the City’s health department at lowered prices (up to 70% lower than the market price). This service is is granted to members (together with their families) of citizens’ associations and labor unions which, together with the City, cooperate to install the service. It is furthermore granted to every people living, working or studying in the city.

The service includes not only the creation of pharmacies, but also optics, a municipal health center, an orthopedics and, in the future, the creation of a “popular laboratory”. With the support of the Central Abastecimiento Nacional (CENABAST), the national entity for the distribution of medicine as a partner, the pharmacy wants to guarantee the access to medicine to all neighbors of Valparaiso.

Moreover, the Municipal Pharmacy is planning to create a User Association to co-manage the service

This experiment, whose implementation has been carried out in contrast with mainstream liberal policy dogma of equality of opportunities without recognizing the need to regulate the free market in highly contentious fields such as healthcare, could be accosted to Imbroscio’s idea of “solidarity economy”4, a concept that reflects the will of fighting poverty by investing on communities’ overhaul stability and prosperity rather than just meritocracy.

Name Pet Questions (pet pregunta)
Date 2017
Description of the project The goal of Pet-Questions is to promote recycling and achieve a collective reflection throughout the community, for which the only condition to participate is having Pet-type containers.

Those who wish to participate in Pet-Questions will face a question of common interest and two recipients that are the answer options. There, with the democratic possibility of exercising their right to vote and willingness to contribute to the urban ecology of their city, the inhabitants of the city must deposit Pet bottles in the place of their closed answer, (yes or no).

This ecological initiative, participatory and educational, also seeks to alleviate the work of the recyclers of a city in which each of them, can lift up to 75 kilos of recoverable or recyclable material daily. Therefore, these operators will be in charge of weekly collection of plastic bottles that citizens will deposit in these containers through the initiative Pet-Question.

The results are measured depending on the number of pet products deposited in these containers. The Pet Questions project is developed between the Ministry of Culture and the Municipal company “Public Companies of Medellin”, that provide public services such as electricity, natural gas, water and telecommunications.

Initially, the strategy is carried out in different parks, city center, and crowded areas.

Description of the project It is committed to working with citizen culture as a public policy, as a strategy of government, but also as a practice in which all of its inhabitants are co-responsible. It seeks to regain a sense of belonging through implementation of theoretical approaches and analytical frameworks that allow the design of programs, projects and actions.

One of the highlight program is The block and the sidewalk are counting with you. It is a space to enable citizen participation from the micro, that is, to bring people to the governmental institutions from the everyday that characterizes the block and the path, overcoming limiting barriers to the access. The purpose of this project is the generation of trust and the construction of social fabric.

With this project the city wants to reach all citizenship, all social and community spaces in order to include and encourage the participation of the population in public management and development of their territory. The strategy of the quadrangle system seeks to consolidate and activate new participation scenarios, strengthen the community fabric, construct it consciously, collectively, through open communication with community development. It works for wellbeing, coexistence, inclusion and the equity of families, through the knowledge of their problems, neighborhood solidarity and respect of differences.

Name Regulation for tenancy (Inquilinatos)
Date 2017
Description of the project Inquilinato is a type of house renting managed by a person who, for herself or for the owner of the property, rents rooms to families who pay daily, weekly or monthly for the use and enjoyment of the space. Those informal houses already existed illegally, the aim of this policy is to legitimate them, and make these kind of housing safer.

In many cases, buildings designed for this purpose have deficiencies for their decent habitability, especially in terms of structure, public service networks, health units, ventilation and sanitation, among others.

After its approval in the plenary of the Council of Medellín, for the first time in history the city has a public policy that will regulate the tenants, especially those who are in precarious conditions, so as to be able to provide comprehensive care to families who They live in these spaces.

This great achievement was obtained thanks to the work carried out by the Isvimed in partnership with various public and private entities, who built and formulated this policy, which will become an instrument of orientation, planning and execution of programs and projects that lead to the improvement of quality of life of the inhabitants of this housing modality of the city.

Isvimed will start working on policy regulation, accompanied by the Secretariats of Social Inclusion, Health, Government and Human Rights.

In 2018 will begin with the management and control of tenants. Visits are contemplated to verify the conditions under which these housing complexes work.
