It is a space to enable citizen participation from the micro, that is, to bring people to the governmental institutions from the everyday that characterizes the block and the path, overcoming limiting barriers to the access. The purpose of this project is the generation of trust and the construction of social fabric.

With this project the city wants to reach all citizenship, all social and community spaces in order to include and encourage the participation of the population in public management and development of their territory. The strategy of the quadrangle system seeks to consolidate and activate new participation scenarios, strengthen the community fabric, construct it consciously, collectively, through open communication with community development.
