Description of the project The Barcelona City Council promotes socially responsible public procurement by incorporating in the municipal public procurement objectives of social justice, environmental sustainability and ethical code.

The measures of social public contracting promoted by the Barcelona City Council were built with participation of companies and citizen associations.

One of the main goals of the measure is to promote the hiring of the Social Economy Enterprises of Barcelona, with a business model with social responsibility.

The social and environmental public procurement guidelines must be applied by the City Council and the companies and entities that form the municipal group, with the corresponding adjustments depending on the legal regime of contracting and the scope of action and respective competence.
On of the main guidelines of this measure is:
Subcontracting with social economy companies: In municipal public procurement, the PCAP or the specifications, For the better social efficiency of public investment and considering the characteristics of the object of the contract and the possibility to incorporate specialized companies that bring technological efficiency, innovation and social value, may establish as a condition of contractual execution the subcontracting of social economy company for specific part(s) of the contractual object.
The guide is support by a new municipal decreto: DECRET D’ALCALDIA S1/D/2017-1271 DE 24 d’abril, de contractació pública sostenible de l’Ajuntament de Barcelona.

Description of the project The Neighbourhood Plan aims to reduce disparities between the districts of Barcelona, ​​favouring access to income, services, quality urban and welfare for all citizens.

The plan marks four main goals: a) Restore and boost economic activity; b) Make planning face deficit; c) Establish act cautiously and improving the living conditions of the population; d) Empower neighbours. e) Innovate and change the working methods of public administration.

In this term actions be undertaken in 16 districts included within these areas. The criteria for joining the Plan are as follows:

  • Average income level of the neighborhood about the whole city
  • Socio-economic indicators, educational and social difficulty
  • Presence of groups in need of special attention
  • Presence of urban deficits
  • State housing stock
  • Existence of complementary actions
  • Existence of proposals and demands neighborhood
  • Joint associations

To develop it, has designed a process for the participation of residents and local associations. His intervention will be crucial, especially during the period of preparation. Therefore, define actions after each quarter the following sequence:

  1. Shared diagnosis, established with contributions and technical studies of districts and municipalities, as well as proposals in the process of PAM / PAD and meetings with local organizations.
  2. 2. Open to residents, local organizations and residents of the first line of work. Travellers also create information points where you can say it’s a neighbourhood plan as applied in the region and how they can participate. These information points will be set depending on the district in which it operates.
  3. Then convene a meeting of the participation in the work that define and document the neighbourhood plan.
  4. Finally define a space as the board could be neighbours to present the final document.

In 2016, they stated with three neighbourhoods (El Bon Pastor I Baró De Viver; Trinitat Nova; El Besòs I El Maresme). Their goal is to achieve 15 neighbourhoods to the end of their governmental period.

Currently, they are defining six more neighbourhoods for the plans: Pla de Barri de la Zona Nord (Ciutat Meridiana, Vallbona i Torre Baró); Pla de Barri de La Verneda i la Pau; Pla de Barri de La Trinitat Vella; Pla de Barri del Raval Sud i Gòtic Sud; Pla de Barri de la Marina del Port i la Marina del Prat Vermell; Pla de Barri de Sant Genís dels Agudells i la Teixonera

150M€ were provided by the Ajuntament de Barcelona’s budget. The budget will be managed by the areas, districts and the public company “Fomento de ciudad”. Each neighbourhood will have 10M aprox. to spend.

Description of the project The Real Sito di Carditello Foundation was established in 2016 by the Ministry of Cultural Heritage and Activities and Tourism, the Campania Region, and the city of San Tammaro. The foundation was created as a non for profit institution with the aim of encouraging the knowledge, protection, recovery, and promotion of the Real Sito di Carditello complex.
On top of promoting the area as a touristic itinerary, the foundation attempts at opening the spaces of the Real Sito di Carditello for the community.

Description The City of Seattle strives to meet our commitment to promoting equity in our purchasing and contracting opportunities through our many social equity programs.

The City seeks to offer the maximum practicable opportunity for increased participation by WMBE businesses, as long as such businesses are underrepresented, and to ensure that City contracting practices do not support discrimination in employment and the provision of services when the City procures public works, goods, and services from the private sector.

One of the most important policies in the Contract Equity Programs is the Women and Minority Business Enterprise program (WMBE) for construction, purchasing, and consulting contracts. The WMBE are  firms at least 51 percent owned by women and/or minority. Other is the Priority Hire for workforce equity in City construction contracts. The City promotes access to construction careers for women, people of color and others with social and economic disadvantages. On Jan. 29, 2015, Mayor Murray signed a new ordinance passed by Seattle City Council to approve a priority hire program for City public works construction projects of $5 million or more. Using City-funded construction projects, the Priority Hire Program will prioritize the hiring of residents that live in economically distressed areas, particularly in Seattle and King County.

Description The Community Land Trust of Brussels was the first of its kind. It has started as a citizens movement that since the early 2000s has tried to find a solution to the housing crisis in the city of Brussels. Through a process of learning and empowerment 15 associations finally got together in 2010 to ratify a charter and create a CLT platform. The citizens efforts were finally recognized by the government of Brussels in 2012, allowing for the transformation of the platform into the CLTB non profit association and public utility foundation. The Region also subsidized two pilot-projects: the Arc en Ciel and Le Nid project.

In September 2015 the “Ecluse” project becomes the first CLT inhabited in Continental Europe.

Today, the CLTB counts  9 inhabited buildings, 6 active projects and other 6 projects in the making. The project works like any other CLT, turning land into a collective property, ensuring affordable housing and community spaces that respond to the needs of everybody and especially of the most vulnerable citizens.
