Barcelona – Municipal Social Procurement

The measures of social public contracting promoted by the Barcelona City Council were built with participation of companies and citizen associations.

One of the main goals of the measure is to promote the hiring of the Social Economy Enterprises of Barcelona, with a business model with social responsibility.

The social and environmental public procurement guidelines must be applied by the City Council and the companies and entities that form the municipal group, with the corresponding adjustments depending on the legal regime of contracting and the scope of action and respective competence.
On of the main guidelines of this measure is:
Subcontracting with social economy companies: In municipal public procurement, the PCAP or the specifications, For the better social efficiency of public investment and considering the characteristics of the object of the contract and the possibility to incorporate specialized companies that bring technological efficiency, innovation and social value, may establish as a condition of contractual execution the subcontracting of social economy company for specific part(s) of the contractual object.
The guide is support by a new municipal decreto: DECRET D’ALCALDIA S1/D/2017-1271 DE 24 d’abril, de contractació pública sostenible de l’Ajuntament de Barcelona.
